When a memorandum from a Malacañang official referred to defeated senatorial bet Prospero Pichay as “Administrator," it sent a flurry of opposition from Filipinos all over the globe.

The top OWWA post was vacated with the recent permanent designation of Marianito Roque as labor secretary. In the heat of the protests, Pichay denied being offered the OWWA leadership and instead accepted his appointment as member of the Local Water Utilities Administration.

The appointment made Pichay the fourth losing senatorial bet to be given an official post by President Gloria Macapagal Arroyo.
