Although many government and non-government officials have tagged the 2nd Global Forum on Migration and Development (GFMD) to be a successful meeting of 163 countries and 1,100 delegates overall, its results remain a blur.

The GFMD is voluntary, inter-governmental, non-binding, and informal consultative process open to all States Members and Observers of the UN.

While UN agencies and other international and regional bodies may be invited as observers, the forum does not form part of the UN system.

The Philippines is the first country in Asia to host such a forum that stretched from October 27 to 30.
